Ever heard of the Kenedy assasination? The government can take out a president, they can take out a soldier.
Also, as newbiezilla said, the nation is going to trust the president more than the soldier.

Plus we are going to trust the soldier if it incriminates the president, believe me, if these soldiers got orders from the president they would have snitched.

Bush without blame? Please! I don't even think the soldiers said that he gave them the orders, but I'll asume they did. So many people think Bush gave the orders because he is already unpopular and is not above doing something like that. A different president would not be blamed.
